Signing statements.
Federal agencies enforcing weaker standards for things like the environment, workplace health and safety, etc., that trump state regulations (this is "states' rights?).
Not Dubya directly, but his cronies, such as in Texas, using redistricting to lock out opposition (which his Supreme Court nominees supported).
Dubya may not have dissolved the legislature, but his administration has certainly refused frequently to comply with their demands for information and documents, lied to them, and made it clear that they feel themselves above its rules and laws.
They've certainly failed to bring anything meaningful to the debate on immigration, legal or otherwise, attempting to appease both racist xenophobes and business interests that thrive on illegal workers.
Accusations against and attempts to limit "activist judges;" attempting to thwart Senate debate on proposed judicial candidates.
Department of Homeland Security.
Long-term deployment of the National Guard in Iraq, in a purely arbitrary and personal war.
DOD taking over for the State Department, CIA, etc; refusal to follow Geneva Conventions and other international law.
Cover-ups in Abu Ghraib and elsewhere.
Maybe not taxes, but the future burden of the national debt.
